A. Acceptance of March 31, 2021 Quarterly Investment Report - Angela Coen,
Director of Finance.
B. Consider a Resolution authorizing and directing the City Manager or the City
Manager’s designee to execute a Memorandum of Understanding between the
Texas Department of Public Safety and the City of Longview for participation in
the CVE Weight Enforcement Program – Anthony Boone, Assistant Police Chief.
C. Consider a Resolution authorizing and directing the City Manager or the City
Manager's designee to apply for, accept and expend grant funds from the 2021-
22 National Highway Traffic Safety Administration and the Texas Department of
Transportation Comprehensive Selected Traffic Enforcement Program (STEP) –
Anthony Boone, Assistant Police Chief.
D. Consider a Resolution authorizing and approving an Interlocal Cooperation
Agreement for Emergency Communications between the City of Longview and
Gregg County to allow Gregg County to utilize the City’s 800 MHz-10 Channel
FDMA Simulcast System as part of the County’s upgraded emergency
communications system – Matt Ainsworth, Public Safety Communications
Manager.
E. Consider a Resolution authorizing the City Manager or his designee to negotiate
and execute an agreement between the City of Longview and Jodie Rayford
Garner trust, Rose Ann & Mark Markham, Stephen Smith, and Noah Yoder for
water and sewer service outside the city limits –Michael Shirley, AICP. Director of
Development Services.
F. Consider a Resolution authorizing the City Manager or the City Manager’s
designee to enter into licensing agreements allowing for the placement of Balloon
Sculptures at specified downtown locations within City-owned right-of-way as
part of the Longview 150 Balloon Sculpture Project - Michael Shirley, AICP,
Director of Development Services.

settlement negotiations and strategy.
City Council may reconvene in public session for action on the above item
discussed in a closed meeting or executive session.
