Shamrock Drive Sanitary Sewer Line Replacement Project – Rolin

B. Consider a Resolution establishing the date, time, and place for a public
hearing on the proposed FY2020-21 budget – Angela Coen, Director of
Finance.

C. Consider a Resolution accepting the Cotton Street Improvements - Green
Street to M. L. King, Jr., Blvd, and authorizing final payment of $73,345.22
City Council Agenda July 16, 2020 Page 2
to Longview Bridge and Road, Ltd., of Longview, Texas – Rolin McPhee,
P.E., Director of Public Works.

D. Consider an Ordinance authorizing the sale of tax foreclosure property
known as Lots 4C-1 and 4E-1, NCB 424, Longview Johnson Acreage, City
of Longview, Gregg County, Texas, (Account # R34398), said property
also known as 1808 S. Green Street, for the cash sum of $3,990 – Rolin

Presentation of the proposed Fiscal Year 2020 - 2021 budget for the City of
Longview – Keith Bonds, City Manager.

Item V A

Consider all matters incident and related to the issuance and sale of "City
of Longview, Texas, General Obligation Refunding Bonds, Taxable Series
2020A", including the adoption of an ordinance authorizing the issuance of
such bonds and establishing procedures and delegating authority for the
sale and delivery of such bonds – John Martin, Hilltop Securities.

Item V B

Consider a Resolution nominating Westlake Longview Corporation to the
Office of the Governor Economic Development & Tourism through the
Economic Development Bank as a single enterprise project. The proposed
qualified business site lies within an enterprise zone – Michael Shirley,
AICP, Director of Development Services.

Item V C

Consider a Resolution awarding a contract in the amount of $7,851,542.75
to RLM Enterprises, Inc., dba RLM General Contractors of Longview,
Texas, for the construction of the project known as "Lear Park
Improvements Phase V” and approval of a deductive change order in the
amount of $153,213.02 which will result in a contract price of
$7,698,329.73 – Scott Caron, CPRP, Director of Parks and Recreation.

Consider a Resolution awarding a contract in the amount of $4,213,250.00
to Heritage Constructors, Inc., of Texarkana, Texas, for the construction of
the project known as “City-Wide Park Improvements Phase I” – Scott
Caron, CPRP, Director of Parks and Recreation.
