A. Consider a Resolution awarding a contract to and authorizing and directing the City Manager or the City Manager’s designee to execute any necessary documents with Southern Grounds Maintenance of Longview, Texas for grounds maintenance service for Fire Department – J.P. Steelman, Fire Chief.
B. Consider a Resolution electing to continue to receive a portion of the bingo prize fee collected under Section 2001.502 of the Texas Occupations Code after January 1, 2020 – Kim Adams, Finance Manager.
C. Consider a Resolution authorizing the City Manager or the City Manager's designee to negotiate and execute a contract between the City of Longview and Arts!Longview, Inc. in the amount of $25,000 for support of the newly designated Cultural District – Laura Hill, Director of Community Services.
D. Consider a Resolution casting the City of Longview votes for the election of Gregg County Appraisal District Board of Directors – Mayor and City Council.

South St., described as Lots 39A, 40, & 41, NCB 223, Longview McNutt Acreage, City of Longview, Gregg County, Texas, designated as parcel 2019-P-019 in the amount of $346,500 for the construction of the new Longview Police Department – Dwayne Archer, Assistant Director of Public Works.
I. Consider a Resolution awarding a contract to and authorizing and directing the City Manager or the City Manager’s designee to execute any necessary documents with Brenntag Southwest, Inc. for liquid chlorine for the City of Longview’s Water Treatment Plant – Dwayne Archer, Assistant Director of Public Works.
J. Consider a Resolution authorizing the City of Longview to apply for, accept and expend grant funds in the amount of $22,968.00 from the Texas State Library and Archives Commission for the reimbursement of funds used towards inter-library loan services – Jennifer Eldridge, Library Manager.
K. Consider a Resolution authorizing an agreement between the City of Longview and Gregg County accepting supplemental funds in the amount of $30,000 from Gregg County for the Longview Public Library for fiscal year 2019 – 2020 for the purchase of books – Jennifer Eldridge, Library Manager.

N. Consider a Resolution accepting the 2016 Water System Improvements and authorizing final payment in the amount of $67,189.75 to RBIS, LLC, of Texarkana, Texas – Dwayne Archer, Assistant Director of Public Works.
O. Consider an Ordinance authorizing City staff to acquire certain property located at 504 1/2 W. Pearl St., described as Lot 36G, NCB 223, Longview McNutt Acreage, City of Longview, Gregg County, Texas, designated as parcel 2019-P-10 in fee simple in the amount of $14,990.00 as is required to complete the construction of the new Longview Police Department - Dwayne Archer, Assistant Director of Public Works.
P. Consider an Ordinance authorizing City staff to acquire certain property located at 515 Luckett St., described as Lots 31, 32A & 32, NCB 223, Longview McNutt Acreage, City of Longview, Gregg County, Texas, designated as parcel 2019-P-016 in fee simple in the amount of $11,460.00 as is required to complete the construction of the new Longview Police Department – Dwayne Archer, Assistant Director of Public Works.

Consider an Ordinance amending Section 4-163 of the Longview City Code to authorize the City Manager or the City Manager’s designee to approve any purchase that is not required by law to be procured through a competitive purchasing process and that accords with the contemporaneous budget and to approve any change order where the underlying contract was lawfully approved and the change order otherwise complies with all requirements of law – Kim Adams, Finance Manager.
